Abstract. This study methodologically models Uzbekistan’s industrial policy by analyzing 30 normative-legal acts adopted between 2017 and 2025. Using 17 institutional and instrumental indicators, the research assesses the policy’s structural dynamics and the extent of its “green” development integration. The findings characterize the current model as predominantly “vertical” and “catch-up” oriented, placing significant emphasis on quantitative targets for production and export growth. The governance mechanism is identified as largely centralized, relying primarily on financial incentives such as tax and customs privileges to drive development. The analysis suggests that while this approach has established a strong foundation, there are significant opportunities to enhance the framework by fostering deeper public-private dialogue and prioritizing qualitative structural transformation.
