DIRECTIONS FOR ENHANCING HUMAN CAPITAL MANAGEMENT MECHANISMS IN THE MINISTRY OF AGRICULTURE SYSTEM

Abstract: This article examines the main directions for improving human capital management mechanisms within the system of the Ministry of Agriculture of the Republic of Uzbekistan. Particular attention is paid to the effective utilization of human resources, development of professional and digital competencies, employee performance assessment, motivation, and talent pool formation. The study substantiates the need to transform traditional personnel administration into a strategic human capital management system based on competency-based approaches and digital HR technologies. The proposed mechanisms include competency-oriented recruitment, systematic professional development, individual employee development plans, performance-based evaluation, motivation tools, and strategic workforce planning. The study concludes that an integrated approach to human capital management can contribute to higher labor productivity, better managerial decision-making, stronger employee retention, and enhanced innovation capacity in the agricultural sector.
