Abstract. The article analyzes the issues of improving the efficiency of clusters that integrate processes ranging from raw material production to the sale of finished products in the textile and light industry. The purpose of the study is to systematize management, contractual relations, value chain, and financing mechanisms that transform vertical integration into tangible economic outcomes. The methodological framework includes value chain analysis, institutional analysis, comparative synthesis, and the development of a system of multi-criteria performance indicators. Data from the World Bank, the International Labour Organization, and official statistical and information sources of Uzbekistan were compared and analyzed. The results substantiate the need to assess cluster efficiency not only in terms of production volumes or exports, but also through a comprehensive set of indicators, including value added, capacity utilization, working capital, settlements with farmers, product diversification, and labor standards. The author proposes a step-by-step management model and a system of performance indicators for vertically integrated clusters. The proposed approach can contribute to strengthening sustainability through digital accountability, independent monitoring of contractual relations, linking investments to product portfolios, and involving small enterprises in the value chain. The article is based on an analysis of secondary sources, while enterprise-level empirical calculations are identified as a prospective direction for further research.
