Abstract. The paper proposes a regulatory reporting model for takaful windows and takaful operators in Uzbekistan. Drawing on a structural analysis of the supervisor’s quarterly reporting package (26 tables), a comparison with IFSB-11, IFSB-25, IFSB-27, AAOIFI FAS 42/43 and the rules of the Malaysian, Bahraini and UAE supervisors, and document analysis and a survey of operating takaful windows (2026), it shows that although at least eight windows (22% of insurers) operate, the segment remains invisible in official statistics. A three-block model based on the principle of “minimum change, maximum information” is proposed: a takaful flag in the Unified Automated Information System with automatic aggregation in existing forms; a 13-line quarterly “takaful fund report” in which every line is mapped to an international standard; and a register of takaful windows including Shariah governance data. Early-warning indicators and a three-stage implementation schedule are substantiated.

Keywords: takaful, takaful window, regulatory reporting, IFSB-25, AAOIFI FAS 43, participants’ fund, qard hasan, wakala, prudential supervision, Uzbekistan.
