Abstract. This article aims to systematize the institutional and economic factors influencing the effectiveness of compliance control in commercial banks and to explain their interrelationships. The study draws on comparative analysis of regulatory documents and academic literature, an institutional approach, and theoretical synthesis. Institutional factors include the independence of the compliance function, accountability to the supervisory board, clear allocation of responsibilities, and an organizational culture of compliance. Economic factors encompass funding, investment in staff skills, digital monitoring costs, and incentive mechanisms. The theoretical analysis informs a proposed assessment matrix linking these factors to compliance processes and outcome indicators. The article discusses the limitations of assessing effectiveness solely through the number of detected violations and proposes jointly considering control coverage, timeliness of risk detection, remediation of deficiencies, and resource utilization. Assessing the practical effectiveness of the proposals requires empirical data from individual banks.
