Abstract: This study examines the theoretical and methodological foundations of improving the effectiveness of internal audit activities in budgetary organizations, its assessment criteria, and areas for improving the current internal audit system. The role of internal audit in ensuring targeted, rational, and effective use of budget funds, strengthening financial discipline, timely identification of financial and operational risks, and improving the quality of management decisions is scientifically based. Within the framework of the study, organizational, financial, institutional, and information factors affecting the assessment of internal audit effectiveness were systematized, and their impact on effectiveness was comprehensively analyzed. It is substantiated that using only the amount of identified financial errors and deficiencies in assessing internal audit activities is insufficient, and that it is necessary to also take into account the preventive, advisory, risk management, and management efficiency functions of audit. Also, scientific proposals and practical recommendations have been developed on the formation of a system of indicators that allow for a comprehensive assessment of the effectiveness of internal audit in budgetary organizations, the widespread introduction of risk-based audit approaches, the digitization of audit processes, their integration with the internal control system, and the improvement of mechanisms for monitoring the implementation of audit results. Particular attention is paid to the development of a methodology for harmonizing quantitative and qualitative indicators in assessing the effectiveness of internal audit and using an integrated performance index. The results of the study will serve to strengthen the institutional independence of the internal audit service in budgetary organizations, increase the effectiveness of the state financial control system, ensure the effectiveness and transparency of the use of budget funds, and effectively integrate modern international internal audit standards into national practice.
