ANALYSIS OF PUBLIC-PRIVATE PARTNERSHIP PROJECTS IN THE TRANSPORT AND PUBLIC UTILITIES SECTORS OF UZBEKISTAN

Abstract: This article analyzes the development trends, investment structure, sectoral and regional distribution, and economic significance of Public-Private Partnership (PPP) projects implemented in the transport and public utilities sectors of Uzbekistan. The study provides a scientific assessment of the role of transport and municipal infrastructure modernization in promoting economic growth, investment activity, and public welfare. Institutional reforms, the legal framework governing PPP implementation, and international best practices have been examined. Furthermore, contemporary approaches to improving project efficiency and managing investment risks through artificial intelligence, blockchain technologies, and data-driven decision-making models are comprehensively reviewed. The research evaluates the dynamics of PPP projects and investment volumes in Uzbekistan during 2020–2026, highlighting the dominant share of the energy, transport, and public utilities sectors based on statistical evidence. Particular attention is paid to major investment projects aimed at modernizing highways and airports in the transport sector, as well as heating, water supply, and wastewater infrastructure in the public utilities sector. The study employs comparative analysis, statistical methods, time-series analysis, structural and graphical analysis, synthesis, and economic-logical approaches.
