Abstract: This article examines the conceptual foundations of cybercrime risk management practices, their theoretical evolution, and development trends in the context of modern information and communication technologies. The study highlights the importance of a risk-based management approach in ensuring cybersecurity, focusing on the identification, assessment, monitoring, and mitigation of cyber risks. It also analyzes the role of international standards, global best practices, and digital transformation in strengthening cybercrime prevention and response mechanisms. Based on the findings, the paper proposes conceptual approaches and practical recommendations for improving cybercrime risk management systems in both public and private sectors.
