SUSTAINABLE EMPLOYMENT IN UZBEKISTAN’S TRANSPORT SECTOR: DYNAMICS, SOCIO-ECONOMIC IMPACT, AND ASSESSMENT CRITERIA

Abstract. The article compares transport-service growth with official employment in Uzbekistan. Statistics for 2016–2025 show that real services rose by 69.8 percent relative to 2020, while employment declined by 4.2 percent. Thus, output growth does not automatically translate into more high-quality jobs. Job quality is assessed through formal contracts, income stability, social protection, occupational and road safety, and skills development. The study proposes a Transport Sustainable Employment Index and three conditional scenarios through 2030. The index weights are normative and should be validated with firm-level pilot data.
