FORMATION OF ORGANIZATIONAL LEARNING CULTURE AS A FACTOR IN STRATEGIC DEVELOPMENT OF MODERN ORGANIZATIONS

Abstract. In day-to-day management, strategy loses momentum when knowledge sharing among employees remains sporadic, so organizational learning culture should be treated as a distinct development resource. The study aimed to determine how this culture shapes strategic development in two modern organizations. Descriptive statistics, correlation analysis, a regression model, and BCa bootstrap resampling were applied; the empirical base combined survey data, interview material, and content analysis of internal documents. The case comparison showed that where knowledge sharing, learning from mistakes, and managerial support are stronger, decision consistency, adaptation to change, and innovative activity are all more pronounced. The study therefore demonstrates that organizational learning culture acts as a mechanism of strategic acceleration and gives managers concrete points of reference for adjusting KPIs, personnel policy, and internal training design.
