Abstract:This study examines the theoretical, methodological, and practical aspects of public administration in managing internal and international labor migration through state support mechanisms and macroeconomic policy instruments. The research applies a comprehensive methodological framework, including systems analysis, comparative and logical analysis, induction and deduction, and econometric modeling. Particular attention is given to evaluating the regional economic effects of the new vertical governance mechanisms introduced under the Decree of the President of the Republic of Uzbekistan No. PF-162 of October 17, 2024, “On Priority Measures to Reform the Management of Migration Processes,” and the Resolution of the Cabinet of Ministers of May 13, 2025, “On Measures to Further Improve Labor Migration Processes.” The empirical results demonstrate that expanding financial and credit support mechanisms contributes to more effective regulation of outward labor migration, while targeted investments in human capital and innovation enhance regional export diversification and improve economic complexity. The study further reveals that regional economic disparities and demographic pressures significantly influence migration dynamics, emphasizing the importance of coordinated government investment and employment support programs. Based on the findings, the paper proposes policy recommendations aimed at strengthening migration governance, promoting sustainable regional development, and improving labor market outcomes. The results may serve as a scientific basis for policymakers, particularly the Ministry of Employment and Poverty Reduction, the Migration Agency, and regional authorities, in designing and implementing employment, migration, and social protection policies.
