Abstract. The article highlights the results of studying the experience of foreign countries in the field of improving budget literacy, ensuring openness of the budget and citizens’ access to budget information, as well as participation and involvement of citizens in the budget process. The authorы considers the advantages of participatory budgeting as an advanced innovative practice in the field of public finance management, makes a review of legal acts aimed at regulating the processes of introducing the principles of an “open budget”, analyses the preliminary results of the application of initiative budgeting in the Republic of Uzbekistan, and gives recommendations to improve the process of involving citizens in the budget process.
